The National Counterintelligence and Security Center has released a new report titled Foreign Economic Espionage in Cyberspace. The report describes cyber espionage as a “relatively low-cost, high-yield” activity and focuses on how nation-state actors leverage vulnerabilities to acquire information about U.S. technologies. While utilities do not have the same corporate espionage concerns as other organizations, the report also highlights specific nation-state actors, including their associated threat groups, targets, and tradecraft.
