The U.S. Department of Homeland Security has just released Planning Considerations: Complex Coordinated Terrorist Attacks, which provides a summary of the unique characteristics of complex coordinated terrorist attacks (CCTAs) and guides partners through the process of developing plans for these types of incidents. As defined by the document, CCTAs are acts of terrorism that involve synchronized and independent teams at multiple locations, occur sequentially or in close succession, are initiated with little or no warning, and employ one or more weapon systems and methodologies that are intended to result in large numbers of casualties (the November 2015 attack in Paris, France that killed 130 people and injured 368 others is an example of a CCTA). Among other features, this guide provides a checklist for producing, reviewing, and updating a CCTA plan and lists a variety of resources partners can access for training and additional information.
