DHS Announces $2 Billion in Preparedness Grants

The Department of Homeland Security (DHS) is providing more than $2 billion for eight fiscal year 2023 preparedness grant programs, which are intended to provide critical funding to help state and local officials prepare for, prevent, protect against, and respond to acts of terrorism and other hazards.

The grant programs include the Homeland Security Grant Program (HSGP): State Homeland Security Programs, for which $415 million has been allocated to support the implementation of risk-driven, capabilities-based state homeland security strategies to address capability targets. As part of the HSGP, an additional $615 million is allocated for the Urban Area Security Initiative (UASI) to enhance regional preparedness and capabilities in 40 high-threat, high-density areas. For 2023, DHS expanded the number of eligible urban areas from 36 to 40, adding Austin, Texas; Honolulu, Hawaii; Jacksonville, Florida; and Nashville, Tennessee. For the HSGP grants, 30 percent of the awards must address the six priority areas of cybersecurity, soft target and crowded places, information and intelligence sharing, domestic violent extremism, community preparedness and resilience, and election security. In addition to these grants, there are also the Emergency Management Performance Grant (EMPG) and the Nonprofit Security Grant Program, among others.
