Last month the White House released a new guidebook, Building a Clean Energy Economy: A Guidebook to the Inflation Reduction Act’s Investments in Clean Energy and Climate Action. For the programs covered by the new law, which provides billions of dollars in grants and loans and other investments for clean energy and climate action, the Guidebook provides a background on each’s purpose, eligibility requirements, period of availability, and other details.
The guidebook groups the programs into thematic chapters. One of the chapters is “Increasing the Resilience of Our Communities in a Changing Climate,” which includes programs for domestic water supply, drought mitigation, climate resilience, and more. Complementing other federal initiatives, many of the programs prioritize equity and environmental justice, supporting critical investments in historically underserved communities. The White House designed the Guidebook to help all potentially eligible parties – from states and municipalities to individuals – understand what programs are available, whether they are eligible, and how they can benefit from these investments. The exact eligibility requirements of many programs have not been established, with the White House noting the information in the guidebook is current as of publication.
